What do I do when my 4 year old Step Son says his mothers boyfriend beats him up?

Ok so My husbands 4 year old son told him and I that his mothers boyfriends beats up on him and his older brother. We just don't know what to do? People tell us to go to CPS but then others say they wont do anything. I need help please i don't want my step son in that kind of environment.
