I reported my best friend to cps and now her kids are taken away for good Why do I feel so bad about it?

She was already in trouble with them anyway , but this time was her last straw. I didn't say anything different than the police report, but I don't think they would of known about the police report if I didn't say nothing. Her sister is going to get the older ones and the baby is getting adopted. I feel guilty and happy at the same time . why?
