What can I do about a neighbor that keeps calling the police, net office and cps?

Sorry you are having to deal with this. Consulting with an attorney is a good idea. I am interested why a Lieutenant has been coming to your house. This is generally an administration level position and they don't generally deal with these sort of issues. I would call and ask to speak with a police captain to explain the situation and see what the department can do for your side of the story. Our department can tag problem addresses in the computer system so responding officers can have a better picture of what is going on. It will also help to collaborate with other neighbors.
